dont know if he flipping indie or mafia but hes for sure lying about some aspects of his role so can get got

we're at the stage of the game where there is too many scum narrowed down in PoE, not enough rope, and among them some players really believe what they are saying

and unironically our vig/healer r probably modblocked or some stupid sht

Jag would have obligationally killed one townie a day, sure they would be inactive, but from an objective standpoint it's a detriment. Probably not how the role is intended from a design standpoint, but in practice once he claimed his restrictions he was never going to kill mafia, as the only way he could was basically if they let him

I am not sure what to think of this as the idea that Alexis would make actual plays is hard to wrap my head around

You do have to be cognizant of the possibility he could be coached as mafia. But I have no issues with resolving Luka, his claim offers little that's redeemable and it gives information on other players. Ideally however, that would have already been taken care of by a vig, but can't rely on anyone here to do shit with their killing or info roles so lol

Even if I assume this, my recourse would be to lynch Luka, not let you do your cute play to "resolve" both players. If how you've framed this scenario is exactly how it's played out, they just block you or otherwise interfere with your action, prolonging this crap until later.
