Luffy BEAT 2 Shichibukais, cpo and invaded a bunch of WG building+ burned their flag.

Kid was violent as fuck and killed as much as he could which increased his bounty.

Hawkins on the other hand, neither invaded important places Nor was known for his violence.

His introduction is literally him stopping what looked like his First mate from killing a waiter due to his cards telling him not to.

Also, WTF happened to his crew lol.

Hawkins has been shown as a back stabbing weak traitor, but never was he portrayed to be a sadist or a killer.

As Far as i know, there's no sense on giving him as high of a bounty as he got.

Law should've have gotten that position.

Imo, oda planned to use hawkins and his crew(he even gave him a first mate with different design) with much more relevance and Power, but due to law's popularity and oda realizing that ope ope no mi was WAY better than hawkins fruit, he changed his mind and focused on law full throttle.

Peaked in strength early. Which adds more to his disappointment. Someone like Law triples his Room restriction over the time-skip but Hawkins goes from holding 10 dolls to still holding the same amount after the time skip.

Several have given good answers. It should also be noted the two that saw through his powers were Law and Killer, smart dudes. Kidd, Luffy, Zoro would have had to chop through life after life without figuring out another way and they would have been in deep shit if someone like say Namis life were connected to a doll.
