I'm not sure what you are trying to say here. Are you saying, Kaido's scales only work when he's in Dragon form, and when he's not, it's a different type of durability?
That doesn't make any sense, because if that's the case, then he should be twice as durable in Dragon form, and even harder to damage, but from what we see, there is absolutely no difference in his durability from Human form, and Dragon form.

No what I am saying is his scales work when he is in hybrid and dragon form not base human form ; abilities like flame clouds have nothing to do with transformation
For example marco has to summon flames to heal ; he can't heal without that -- Similarly kaido has to be in hybrid or dragon form to use dura given by his fruit ; his base dura mostly comes form his race just like BM have innate dura

Luffy body is gum..
Not the same as
Kaido transforms into a dragon....
A zoan transformation can be stopped by the user if he/she wants.
Does Luffy able to stop his body being gum?
Marco Zoan properties are shut down when contact with Kairoseki for example.
Marco has mythical DF like Kaido so this is the best option to compare when it comes to what would happen.

That doesn't explain why his level of durability doesn't change at all when going from Human form to Dragon form. He has the same level of durability throughout all his forms.
If he is naturally durable like Big Mom, plus has Dragon scale durability, then he should be twice, if not more as durable in Dragon and Hybrid form, which he isn't.

His physical stats increase across the board in Hybrid mode. That's what we learned from the Lucci fight.
His durability however, remains constant. The Scabbards could cut Kaido in human form, and they could cut him in Dragon form. There was no difference between the two when it came to the Scabbards cutting him.

There is nothing to indicate that his durability increases in Hybrid. This was proven by his encounter with both the Scabbards and Luffy. Both times he was shocked when they were able to damage him while he was in Human form. When they damaged him in Dragon form after that, he wasn't more shocked. There was no "How, I am even more durable now" moments, anywhere.
