Yes.
Know what else should have been way better than it is?
Wano.
Wanna know why Wano is worse?
Because it failed to deliver hundreds and hundreds of hype setup.
This is was supposed to be >>>>THE<<<< arc for post-TS.
WCI was a sidequest, and, as such, being "bad" is less offensive than Wano.

Sanji-colored glasses or not, I say, without a single doubt in my mind, that WCI's first half was the closest we got from pre-TS sense of adventure and discovery.
The "alice in wonderland" surreal vibe, the schemes, lots of emotional scenes, etc.
Shit was great and it didn't go bad because "WEDDING CAAAAKE". Big Mom's hunger stuff happened prior and was nicely setup.
The problem with WCI is, as with most of post-TS arcs, its atrocious pacing that feels dragged and chapters that feel like nothing really happened on them.
The SH's there had good moments.
Brook confronting Big Mom and stealing the Road Poneglyph, Nami actually helping in taking down a Yonko Commander, our first battle against a 1B+ bounty enemy, etc.
No wonder people that usually defend "Wano" (and actually defend just a specific character) are power up junkies that will gladly watch the whole story burn to the ground as long as a specific characters gets more and more PU's.

I'd say Wano is more epic but WCI has the better atmosphere. I'm so tired of fantasy medieval japan stuff
And at reread I enjoy how it made weaker SHs truly useful. Brook was the freakin' MVP and stuff like Nami using Mama soul against herself was neat. Chopper has less moments but protecting Nami from BM was badass.
WCI could have been really good IF Oda trimmed the fat, especially during the chase part. Pacing is the biggest problem of the post-ts sadly.
Btw
