Their height information comes from the same Data books that directly state that Mihawk is waiting for somebody to surpass Shanks and give him a worthwhile fight. So if you want to do height scaling via relying on Data books? Cool, the same Data books tell you Mihawk is stronger than Shanks regardless of the supposed "1 cm" difference saying the opposite.

As silly as it sounds, writers & artists love using subtle messages to convey something.

In this case, Oda uses heights to portray who's stronger than who among two rivals , two colleagues or 2 crewmates that will be Zoro and Sanji opponents
Also their feats and importance backs it up too.

• Logia Admirals: Akainu >~ Kizaru >~ Kuzan in heights difference (4cm separate one from another) and in power too (kuzan introduced first while Akainu last as the strongest)
• Zoro >= or > Sanji (the two wings of Luffy) separated by 1cm with Zoro being stronger and more famous too
• Shanks > or >= Mihawk (Yonko Shanks and WSS & Yonko Commander, Mihawk) separated by 1 cm with Shanks being stronger and more famous
• King >= Queen , Kaidou's top 2 Calamities, both having same bounty range 1.3B as they are always hyped together while being wings opponents.
• Shiryu and Lafitte, 340cm

It's no coincidence that Shiryu and Lafitte share the same height,
Oda knows what he's doing with these 2 as both were introduced at the same time for the first time in NW just like King and Queen or Marco and Jozu were. The latter 2 duos were nigh equals too.

If I'm not mistaken, Oda never officially announced the height of Shanks, that's why I never used this argument
Oda is a Zoro fan, he doesn't disrespect Mihawk against Shanks
I completely accepted this fact later and I haven't seriously discussed the power level of Mihawk and Shanks for 3-4 years.
