here, Cell knocks Mr. Satan over a cliff, where he crashes with a thud. He's shown clutching his face in pain, but more importantly, there are small pieces of rock near him, suggesting that when he hit the cliff, he cracked part of it, causing some of the surrounding rock to break off and fall. Speaks for his durability.

No no, Mr. Satan really is strong. On an ordinary human level, that is.
It explains Mr. Satan’s speed and durability during the Cell Games tournament, at least within the bounds of ability for a normal human.
Whether the anime is canon to the franchise, I wouldn't overthink it here. What matters more is that the anime is an accurate adaptation to the original source material, adapting all the events and scenes from the manga, so its canon status is worth considering.
