I'm not sure about Chopper vs Cerberus.

The main way Shamrock vs Zoro would happen IMO is if Sham used the Cerberus to counter Zoro's three swords.

Luffy vs Garling this arc would be interesting. Oda said Garling would be strong "for a reason", right? I'd like to see why that is.

I think we will figure out a way to get around their DFs sooner or later. However, the issue is their immortality and instant regeneration. It was hinted that CoC may be the way to bypass/cancel out the regeneration ability. In that case, I do not see Sanji fighting a HK at this stage. Either Gaban or Loki will fight one or Kid and Killer will come to the island to help the crew.

My head canon

Garling is around 5B. Would be cool if the way WB got his title of Worlds strongest MAN (as in not including CD/Gods) was by fighting/stalemating/surviving vs Garling. The only MAN to ever achieve that feat.

Shamrock is 3-4B, above Loki but below Shanks.

Both too early for Luffy and Zoro to fight.
