Which group do you think is more powerful for the Government?

The Holy Knights are nigh-immortal and can quickly recover from any injury.
The Seraphim are nigh-invincible do to Lunarian genes, and Pacifista enhancements.

For now Shamrock can likely be the game changer and put the HK above the Seraphims. Same for Gunko that is Imu main vessel

But once the Seraphim’s all reach adulthood and their apex then I think overall the Seraphims will be a bigger force

If they fight each other, it depends on how long the Seraphim can resist.
But if we consider fighting the others, there is not much difference between them except that HK can fight people like Logia more easily because they can use Haki.

The only attack he used relies exclusively on DF. So I'll wait until he shows a good haki enough.

I won't grant him Shanks haki level just because he is brother. We saw how this turned out wiuth Garling who's far from Shanks.

In general seraphim are stronger but regen of HKs is better.

Tie. The only good thing about the Seraphim is their defense, offensively they're not very impressive. HK's only strength is in regeneration.
