Don't you find it underwhelming that a man who found the One Piece has only 3.5 billion? I mean, subtract the portion that the One Piece inflated Rayleigh's bounty by, it would be around 2 billion, 1.5 billion.
Kaido, without finding the One Piece, reached 4.6 billion. Let's suppose that the One Piece increases the bounty by 1.5 billion due to all the knowledge about the entire history. In that case, Kaido would have 6.1 billion.

Bullshit, kaido fought the whole alliance and forced gear 5 to extreme diff to the point where the battle ending was underwhelming due to how senseless it was.
Luffy was losing to kaido even on gear 5 then all of a sudden he took bajrang gun out of his ass and retarded kaido went head on it instead of using his speed in hybrid form to dodge and hit luffy.
Wano top battles were plot convenient af.
Queen using none of his poisons, king not using dragon form after Zoro's enma awakening, big mom not using conqueros and kaido forgetting he could use FS.

I was thinking it could be related to his name. Silver is the 47th element on the periodic table, so a bounty of 3.47 billion would be appropriate for his status while also following Oda's pattern of connecting bounties to something personal to the character. Seeing as Zoro's ultimate rival is actually Mihawk, I don't think Rayleigh should hold a higher bounty than him.

Yes, but Rayleigh's combat feats should speak for themselves. For instance, if the fact that he was called the "Dark King" is purely based on combat achievements... I don't think Rayleigh having his wings clipped while being under Roger's command would affect him that much. It would be sufficient for Oda to depict him fighting against opponents who are not as weak as those Roger faced.
If Roger faced Garp, and Rayleigh faced Sengoku, thus maintaining consistency, but considering the way Oden was approached by Rayleigh and Gaban, it makes sense for Rayleigh's bounty to be lower than Whitebeard's, Roger's, and perhaps even Kaido's, the monster.

If Ray was a captain I would see him at 4.5b based on his the dark kingclout alone
But it’s true, he’s an old legend put in the same bracket as WB by Garp, his sole presence made Blackbeard anxious, he was the partner of the pirate king, he’s part of those who know about the void century so I may change my 3-3.5b prediction to 3.5-4b

Yes, that's what I'm saying. To be fair, we should remove the inflation that the One Piece provided to Rayleigh's bounty. I wouldn't find it reasonable if the difference in bounty between Rayleigh and Mihawk were just 500 million, because there are pirates who achieved extraordinary bounties even without obtaining the One Piece, and Kaido is an example of that.
