Mihawk defeated the marines but had to start sailing away on his little raft cause he got tired of cutting up fodder. But during that time he noticed that it had a leak and in a classic Oda comedy moment it was revealed that he can't swim, even though he doesn't have a devil fruit.
Coincidentally a fleeing Buggy is near by, and Mihawk ask him to board his ship. This gets seen by the Marines and interpretated as Mihawk becomming an underling of Buggy. Mihawk doesn't care cause he thinks that will mean less marines bothering him and plays along.
So Buggy becomes a Yonko when Marines see that the rival of Shanks (a Yonko) joined as a.commander, meaning Buggy must be even stronger THE END.
Ok the previous part won't happen but is plausibel, the next part won't because Oda will never do something to fun:
People still don't accept Buggy as a Yonko, and attack him, but Buggy, after all these years gets tired of running and starts charging forward, screaming in his kinda emberassing but endearing way. Before he can realise what a mistake he is making and cry out of regret, he sees all the Marine fodder is cut too pieces. He has awakened his devil fruit on accident. Also it's revealed that its a super special brother of Nika, **** fruit.
