In very early one piece luffys opponents had about the same or seemingly more firepower than Luffy. Alot of the series has been where Luffy would double kill to make up the difference. Such as taking out mohji before beating buggy. Krieg had a stronger crew about. Arl9ng was nearly equal.
Same in Dressrosa forgetting the big difference in numbers the main core crew were about the same. Though when we get to shabondy the supernova are introduced and their crews don't even hold a candle to Luffys. Sure we're given kidd and killer to make it seem like he's a similar threat. Law even gets Jean Bart to show that he's still amassing power like Luffy. But at the end of the day it was 9 supernova and fodder crews.
