Oda is better at it then some other manga writers like Kishmoto, but he doesn't have that great of a sense of scale.

Like we only see the royal families of a kingdom, but there's never any noble families of the country for the most part.

these villages were in the last chapter. the 10 children are kidnapped from all over the country. the gods knights are attacking the entire country with nightmare monsters.

heaven world is for when the actual plot starts. gods knights are here for side plot reasons, elbaf's other plot will be about the Gods. "Elbaph, the Warrior God", the heaven realm, Loki etc

also the actual ruler of elbaf hasn't shown up. dorry and broggy talk about a living god of elbaf in Little Garden. Elbaf, the warrior god, who literally speaks to the people and makes rulings.
