Roger probably left Shanks on an island in the West Blue after the God Valley Incident. He was just a baby, so he probably needed a wet nurse, someone to change his diapers and other things that the Roger Pirates couldn't (or didn't want to) do... it's likely that he grew up with a regular foster family, then Roger recruited him as a cabin boy years later.

- Shakky lived somewhere in the West Blue for a while with Shanks, then, when Shanks was old enough to join Roger's crew, she moved to Sabaody to open her bar;
- Roger met Rouge right after God Valley in Baterilla and left Shanks with her for a time (very unlikely because Baterilla is located in the South Blue and Shanks confirms that the West Blue is the place he grew up, although it's possible that Rouge was originally from the West Blue, then at some point moved to the South Blue).
