When Rocks was first introduced it seemed like he was a hyper mysterious character most did not know anything about in universe

The Marines who were there when Sengoku explained about the Rocks pirates do not seem to have ever heard of Rocks

Yes despite even Rocks died random civilians in what seems to be several nations were seen reading newspapers about Rocks and the Rocks pirates

Even if you want to argue that he since he died long ago people forgot about him than that doesn't make sense either because he had Whitebeard,Kaido and Big Mom on his crew who almost everyone in universe should know the existence off

And there are news papers about the Rocks Pirates so everyone should know that they were part of the same crew at some point and who their captain was

So how did the forget about Rocks?

The world of OP is massive, information doesn't circulate correctly. The one you saw are probably still remembering him, but most people didn't pass on the information. After all, the guy was but a pirate and maintaining the information about a pirate would raise a lot of eyebrows in a world where an oppressive force looks at every move to search for pirates and take your rights away.

I really don't think it's that difficult to remember musical acts active during that time period.

Blondi, Eurythmics (Annie Lennox), Shakespeare's Sister, Rockwell, ABBA, Frank Zappa, Queen (Freddie Mercury, Brian May), Genesis, Iron Maiden, Black Sabbath (Ozzy Osbourne), Dire Straits (Mark Knopfler), Bill Withers, Madonna, Coolio, Vanilla Ice, Michael Jackson, Dolly Parton, Phil Collins.

That's just off the top of my head.

Never mind that Rocks wasn't something as mundane as a pop star, he was basically the #1 arch evil back in the day as far as everyone was concerned.
