Oda doesn't have any liberty that he didn't earn through his work. He didn't go 20+ years due to some nepotism or favoritism. He went 20+ years because his manga still tops charts of shonen jump, and that's the only thing that matters for them.
Bleach was going strobg and Kubo was doing ehatever he wanted until sales started dropping and they had him close bleach in 10 chapters.
Toriyama has the ebst coreography of the four.

Other manga come and go...
One piece stands at the top 5-10 always cuz of the fanbase , still reading it like us.
There are shorter anime and much better than one piece already , they get their time and vanishes as they get old and new one come... but one piece kinda stayed with us.
Every one has their own strengths and weakness. I will not put into a ranking but just my personal preference:
A) Toriyama: He was one of the best mangakas in drawing machinery (to be honest, the only other mangaka that I find comparable with him is Kishiro.). While his art style looked simple at first sight, his machinery like weapons, tanks and so on, are something amazing. It was one of the few things that he didn't lazy out
. Apart from that, in mangas, he is basically the king of paneling. He knows how to draw a manga in a way that is clear, from different angles and that show the action without any issues. This is something incredible rare in some mangakas. I prefer his old style and work (like Dr. Slump and Go Go Ackman) instead of his new artstyle that he developed in super.
B) Oda: I personally think that Oda lacks some of the strengths of some of those mangakas but his strengths certainly makes up for it. He is one of the best writers and knows how to create good plots (although it went downhill with wano and in some places and plots after wano), he creates some of the most amazing backgrounds in manga that show how epic one piece is and some of his character designs are amazing. His weakness- again, in my opinion- are fight scenes (specially swordsman fights), women designs and paneling.
C) Kubo: He is the best at drawing people of all 4. He actually should be a fashion designer. His art style and general influences makes his manga one of the most beautiful. The thing that marks Kubo for me is his writing style (he is a troll) and the fact that he hates drawing backgrounds.
D) Kishimoto: this one will be for last. In my personal opinion, early Naruto had a better style than post-TS naruto. Kishimoto, in my opinion, has most of the strengths of those above but nothing that he particularly is THE BEST or put him above the others. His writing, specially backgrounds, is good but not to the level of Oda and his plot overall is good but he certainly is not the writer that Oda is. His paneling and fight scenes are better than Oda and Kubo but he don't surpass Toriyama. His character designs are good but Kubo got him beat in human designs and so on.
In terms I would like to mention a mangaka that I love/hate at the same time: Yoshiro Togashi. He should be in the list and would certainly be at the same level-if not better- as Oda in terms of writing. His character designs are on point and he seems to be one of the best mangakas in all categories that you can imagine. Except for 2 things: he is lazy as fuck (people will never see the end of hunter x hunter) and some of his works would be better in a novel format than in manga form (both the ending of Yu Yu Hakusho and the chapters of hunter vs hunter after greed island seems to be something that he wrote as a novel and had to put in manga later). Togashi I think should be in the hall of honor of shonen artists but it's a shame that he never worked as a writer.
I think pretime skip was goated. Had so much character and depth. It's not bad now but it's flat and boring. Though they way oda use to draw no man could keep that pace up forever so I understand.

like literally it's not even close
kishimoto is a fucking pure demon. He literally expressed all kinds of emotions from his panels, while loda don't even know how to draw haki after how many years 😂😂😂. I'm not even going to bring kubo into this cuz he absolutely destroys oda in terms of everything concerning drawing
pre TS oda was good but currently he's shit. He only draws well when it comes to Zoro that's understandable cuz it's zoro
Yea honestly I Definitely agree Oda isn’t the best artist here, I think I’d rank them something like this Kubo> Kishi>Oda> Toriyama in a general overall sense.

Toriyama >Kishi>Kubo>Oda
The gap isn’t crazy between 1st and 4th tho
If Toriyama’s Action Panels are a 10 Oda would be a 6 imo.

Of course it’s no Vagabond or Bezerk levels of detail but it’s pretty damn good for shonen standards.

Most battles outside Kenpachi one don’t have that type of choreography isn’t bleach’s strong suit.
The “teleports behind you” is only for fights that are one shots
