My belief is the Devil Fruits generally operate on the rules Doflamingo described. This means that when a Devil Fruit ability awakens, it begins to affect things other than the user's own body.

Kelly Funk's ability normally lets him turn himself into a jacket and let someone else wear him.

The awakened ability would allow him to turn things other than his body into jackets and for people to wear them including himself.

In other words, Kelly Funk wouldn't have to be the jacket himself anymore, he could wear a piece of the environment as a jacket.
