the most questionable thing is that would luffy make wano hie territory and the unknown island that they will travel to in the future?
The answer is NO. He will not make this island his territory even the fishmen island even tho he said it.
Because just like luffy said: friends or foe you decide.

so fishmen island and wano will be the one to decide if they want to become one of luffy’s territory. His empire would be the freest empire in the whole onepiece world, not of a similar to emperors nor the world goverment.

True but remember luffy didnt just save a one person he freaking saves a whole country, village, friends etc etc. and everytime he saves one he push people to change their ways for good they realize a need for a change they realize what they took from them and they realize to live free to be happy.

Yonko status/recognition is "given" by the WG... So yeah, depends on them, not the person per se...

Even Luffy was given an unofficial "Fifth Yonko" title by a controversial journalist...

About protectorates/territories and army, they would most likely be pure voluntary submissions... Even if Luffy doesn't care about those stuffs, they will still do it in his name and in turn gets his support...

I mean if they proclaim it by themseleves its sounds crazy, this yonko pirates showed what they can do to achieve such title. Like luffy he challenged bigmom try to kill beat her in her own territory, even tho they failed morgan was right they won because they escaped, again in their own territory. It wasnt that controversial luffy declared war to the world goverment, destroyed ennies lobby, had a huge impact from thw war of the best, he gained a huge amount of bounty in such a small amount of time. It is WG who formalizes who would be considered as one of the Yonko since it's a pseudo-political title... One might want to obtain that title but they have to do something to earn that recognition... BB is an example... A Yonko is a Yonko if the WG recognized someone as such whether the said person likes it or not...

I believe Shanks doesn't really want or care to be one...

Well Luffy is not quite the man capable to administering the politics of countries. This is why even his current army is elaborated by other people. In other words, I don't think he has what it takes to be a standardly conceived yonko. Perhaps he could be a new version of yonko, but he is simply aiming for Pirate Kingship nevertheless.
