STRANGE HAKI PRESENCE
Something that has stuck out was the fact every time Imu or the Gorosei are around, everyone mentions a strange Haki presence is felt. Even in the latest chapter.
Prior to the flashback which will probably go on for another 20 years, Gaban sensed a strange Haki when Harald died.
This pretty much and strong suggests almost unequivocally that there was a Gorosei or Holy Knight in Elbaf at the time that Harald died.

In the castle, there's a pentagram mark which can be used to teleport marked being (Holy Knights) to Elbaph meaning Gunko or the Gorosei must have been at Elbaf those 14 years ago that Harald died.

Harald also was said to have sold out to the WG by Loki, what does he mean by this? It means Harald must have been at the Holy land some time before returning to Elbaf, and I am guessing he got defeated there. How do we make this jump seemingly out of nowhere?
  1. Loki talks about the selling out implying this is something that just recently happened and probably was headline news.
  2. He also said he was going to oppose Harald's decision for selling out - given that this is probably new information, it makes sense to only just now begin to oppose it.
So, Harald must have been at the Holy land not long returning to Elbaf when he summoned Loki and Jarul.

We know there was a Pentagram, we know only Saturn and Gunko can create these.
As Harald returned to Elbaf probably with one of the Gorosei or Gunko, a pentagram must have been installed there.

HARALD'S RETURN TO LURE LOKI & JARUL
Now, to recap some key points:
  1. Harald returns to Elbaf.
  2. He summons Loki and Jarul - 2 of the most important figures in Elbaf.
  3. He is then found to be with horns, being stabbed by his own guards.
What am I getting at here? He's probably been Domi-Reversed. And if he's Domi-Reversed, it means he is luring Loki and Jarul in order to kill them, so that Imu can take over Elbaf.

HOW DOMI-REVERSE WORKS AND WHERE IT TOOK PLACE
As we have seen, in order to be Domi-Reversed, you need to be stabbed by Imu essentially.
One doesn't just stab Harald, thus this is why I am jumping to the conclusoin that Harald must have been defeated at the Holy Land when he went to meet with the WG, and then it became news that Harald/Elbaf sold out to the WG as Loki mentions on his way to meeting Harald upon request.
Why I think this is because if Harald was fighting Gunko or a Celestial Dragon at Elbaf, it'd be obvious, the castle would be destroyed, a strange presence would have been felt, it'd have been utter chaos suggesting.... he got defeated at the Holy Land and very likely was Domi Reversed there - which is why he sold out to the WG as Loki said.
The castle was in pristine condition.

IMPORTANCE OF WILLPOWER AND WHY NOT TRANSFORM LOKI TO TAKE OVER ELBPAF
Question is why did Imu not force Loki to turn into one of his minions after trying to recruit him?

There are people strong-willed enough like Rocks who will choose death one way or the other even whilst under control.
Rocks went towards Garp and Roger in order to be killed which is why Imu was surprised when Rocks went to them. Taking over Loki will probably have a similar result where even if under Domi Reversi, there's a limit to what he's able to do.
I assume Harald allowed Loki to kill him, and because of this, Imu isn't going to make the same mistake by just taking over Loki only to be defeated and have no one capable of ruling over Elbaf.
It seems Dorry and Broggy lack the strength of will to oppose Imu like Rocks did (and probably Harald), thus they're great choices to take over Elbaf.


WHAT'S THE POINT OF THE GOD VALLEY FLASHBACK AND GABAN
The reason for Gaban being in the story is to verify the power of Domi Reversi to Hajrudin while Loki explains why killed Harald, otherwise Hajrudin would never be able to believe Loki's story.
Without someone at God Valley to validate Loki's story and Harald's weird behaviour, it's impossible to believe Loki.

CONCLUSION
Harald returned to Elbaf under Imu's influence (supposedly) and news of this new alliance was mentioned on his way back by the looks of it. He requests for Loki & Jarul to come see him... and while under Imu's control, Imu's goal was to defeat them both, so he could rule Elbaf without question.
Through Harald's strong will, he probably resisted Imu's control to some extent like Rocks, and ultimately allowed Loki to kill him.
There's just no other explanation I can think of (maybe you can), and you can't have the pentagram at Elbaf without Gunko or the Gorosei (Saturn) as far as we're aware of.

We have seen that harald wasn't under domi reversi, at least up until that precise moment

1 imu tried the domi reverse
2 harald told the soldiers to kill him
3 loki and jarul arrived
4 only in that moment harald started the trasformation
5 they fought an injured dr harald

I'm pretty sure oda will do something like that, and maybe even others were involved
