Maybe former enemies that supernovas, the supernovas fought with like Wang zhi crew(law) or five families or ther big shots or maybe a pirate that was a shcihibukai candidate but rejected the message or maybe a pirate that wanted to take down one of the supernovas to get their place as shichibukai like blackbeard did in his attempt with luffy at Jaya or with Ace
Cross guild still has those shadowy organizations
I rank their strongest to be mad treasure to flying six
Also Crocodile said that level 6 prisoners hated whitebeard so he can proabbyl use that for joining cross guild
Maybe there are former rox pirates like miss bakkin

Crocodile is more a peer for Benn than Roo. It's not even firmly established that Benn is stronger.
