As in responsible as in he knew Luffy will eat it and he put it infront of him. It makes no sense for a fruit like this to be left unlocked infront of a child or that a child can easily has access to it. And all this is caused by a soon to be Yonkoi crew‚ these shouldn't be amateurs as in to leave the fruit accessible to a child.
Why would he do that ? I don't know what he saw in Luffy‚ but maybe the reason is that he knew Luffy will be protected by Garp anyway until he set out on his journey
Whether he had evil intentions or no ? That I can't tell. But his connection to the Gorosei‚ Im‚ stopping a war immediately and taking Ace and Whitebeard's bodies after Sengoku approved cause it is him. All suspicious
