King and Jack are excavating Wano to try to get to Kaido in the Magma crater. They're Kaido loyalists.
I think Queen is probably really depressed; he gave up his kid, Franky, for the Beast Pirates. Scien didn't join immediately, Kaido had to take his time recruiting him.
IMO Who's Who is part of Queen's "do whatever you want, Kaido's not getting out of there" group, who's on the top stealing stuff. IMO Queen is still in Udon Prison; it's his territory, and we know from Green Bull that the people of Wano aren't doing anything with those prison mines.
Yamato might convert a few more here, but I think the rest of the Tobi Roppo/Calamities join in Wano Act 4.
We need to see how Kaido formed his crew, and what their overall goal was; Kaido had plans with the Ancient Weapons.

Ulti and P1 are the only ones from Kaido executives that could really become good guys.
King and Queen, logic thing would be for them to have been send to ID after Ryokugyu
Sasaki and Apoo probably left Wano to continue as captains of their crews, WsW will most likely follow in the same path.
Jack too much of a villain to suddenly become a good guy and stay around Wano, make no sense.
Black Maria i dont really know, it's said she is a Native Wano citzen, so pehaps she stays somehow
I personally would like for guys like Sasaki to join CG as it would fit well with what they need at the moment, manpower. No Emperor crew can exist with only Mihawk and Croco. They really need at least other two "commanders" and some middle lvl executives, and former members of the three former emperos crews WB, Kaido and BM, would fit well.
