With training he might levelled up 1 or 2 level.
But Luffy and Zoro levelled up like 10-20 level with bloom.

Why would Kitetsu make a big deal over Oden being the only person to tame Enma in the entire history of the swords existence, if it's standards changed over time?

Oden had ame no habakiri which was probably made to balance Enma by his father so it was easy for Oden to hold Enma.

So if he can hold Gear 4th for 30 minutes then maybe Enma for 5 minutes.

I don't think Luffy's CoA is anywhere near Zoro's level
