The guy in your picture literally shat his pants when one marine ship showed up and ran like a little bitch

Mihawk is a marine hunter he didn't run he relocated base so they'll stop swarming in the day and night and disturb his sleep.

Same. Why would the government have a meeting to give him an old bounty despite everything they know? Didn't all the Warlords get new bounties, not just reinstating old ones? I suppose you can ask what if Mihawk did more to pose a threat to them but he was a Marine Hunter once upon a time ago so I think his current bounty takes it account his past actions, his strength is just the most important factor at the moment. 3.5 billion is great.
