Yes, it's stupid. The problem is that as they get stronger(any charachter), they have to awaken Haki one way or another(If the development of strength is not completely focused on the strength of the DF), because it is dictated by the very balance of One Piece's world.
Koby after training in the Marines managed to awaken Haki, 2 years later, both Smoker,Tashigi and Helmeppo were able to, Usopp was able to after 2 years of training, Kuja after trainings, Marines\CP agents after trainings.
Yes, not everyone is obligated to awaken Haki, but Usopp and Nami are, as they don't have DF or good melee techniques like the others. Usopp awakened Haki in DR arc, but did not develop further, Nami Haki is at the level of gags. Wano is a missed opportunity arc, and developing some of the Strawhats in terms of Haki is one of them.
