I think the reason Sanji couldn't awaken COC yet is his kindness which was imposed on him by the drug Sora took, kindness and dominance doesn't go well together. Everyone remembers how domineering Sanji was while he was fighting seraphim Jinbei, at that time Sanji was referring himself King and was talking about his kingdom rules etc... When Sanji fought Seraphim Jinbei he was doing even better than Zoro and Luffy so Sanjis kindness holds him back to a great extent.
We can assume when Sanji activates his exoskeleton it balances his kind side which holds himself back at this point. Everyone thinks Sora was a saint but she did an emotional mistake which made Sanji weak while i also agree Judge was also another end of a different extreme.
At this point Sanjis emotional side is too strong even to the extreme it holds back his kingly ambitions but if he awakens his exoskeleton like how Luffy awakened his gomu gomu nomi that will balance his powers. For sanji to awaken his germa powers Sanji needs to die like Luffy so i am expecting Imu or another HK to kill him first. We shouldn't forget Sanjis emotional side is still so strong even exoskeleton can't handle full powers of his flames.
When Sanji awakens his exoskeleton which can be considered a mythical Zoan at this point his masculine and feminine side will have balance and the superiority of his emotional side will end. At that time Sanji will be physically stronger with hotter flames and he will also have COC awakened so i guess both Sora and Judge somehow messed up Sanji but also made him stronger.
By the way his fires may have some connection with Lunarians but the problem is he doesn't have the strong body like Lunarians have. Sanjis exoskeleton will make him more manly and masculine at the same time merciless but that is necessary to awaken COC.
