Its interesting that Xebec says this:

When you think about it, kidnapping Shakky right after God Valley invasion looks suspicious. Because of Shakky, other pirates will go there to fight and Xebec also mentions this that kidnapping only help him.

What if Xebec was involved in the kidnapping of Shakky (since he want pirates to attack God Valley), and what if thats why Rocks pirates and Roger turned against him to fight after learning that truth?
