How would you write coby to be luffys garp with 2 things set in stone
1. He was a weakling and a coward in chapter 1
2. He won't be a law type character (sail with fluffy)

Have a marine legend train him(Oda did that).
Establish Coby as very talented and hardworking to justify his exponencial growth(Oda did that).
Have Coby fight New World Veterans and Yonko Commanders on/off screen(Oda kinda did that).
Give him a on panel conquerors haki feast vs a bunch of fodder to stablish him as a Conqueror.
Give Coby an extreme diff fight with a first mate and Yonko/Admiral(Aokiji fits the bill).
Give him that flashback haki zenkai boost power up to make it believable he can unlocked advanced haki.

The character bloat has horribly gotten out of control to the point that most of the Strawhats no longer have character other than one or two obligatory flanderized traits. For Koby to be relevant either Sabo or Law has to go, and most people would rather keep Law. Sorry, I don't make the rules.

Koby is very young. Luffy will peak at some point. Luffy already has all advanced haki forms and awakening, he can only improve by increasing his base stats, blooming his haki and fixing g4/g5 drawbacks. Luffy will peak soon. Koby still has ample room for improvement. Oda could easily make him jump tiers by giving him a devil fruit.

• End of Pre-Timeskip, have Koby promoted to commander for his “heroism” at Marineford.
• Reintroduce Koby via a Den Den Mushi call with Smoker right before Punk Hazard, where we see Koby has been promoted to Vice Admiral (recently).
• Give us a 1 chapter flashback in Zou where we see Jack the Drought attempt to rescue Doflamingo, only instead of Fujitora, Sengoku or Tsuru fighting him off, its Koby
• Koby gets a good few hits on Jack and lands some big fuck off punch that sends Jack flying through two of his ships (sinking them) and ends the rescue attempt.
• When Cross Guild sends out its bounties, have Kobys be singled out as one of the few marines with a bounty over 1 billion berries.
• When Teach attacks Amazon Lily, have him bring Burgess, Doc Q & Van Auger. Have Koby show off his punching power against Burgess, his armament haki by overpowering Doc Q’s sickness fruit, and Observation haki by keeping up and avoiding a teleporting sniper.

He’s done the bare minimum, yeah. I’d expand it a bit more to give Koby credibility in his abilities and keep him as a more consistent revolving face.

By the time characters like kid, law, Koby, etc reach a top tier status luffy is either still going to significantly eclipse them in strength or be dead
