I believe that combined, Smoker and Koby will definitely have the tools to beat Kuzan by Elbaf.
They will counter Kuzan through teamwork, much as Kid and Law did to BM. With Kid and Law, Law did heavy internal damage via shockwaves, while Kid’s magnetism was able to overcome BM’s immense strength/haki, ultimately leading to BM being thrown from onigashima.
Similarly with Kuzan, Smoker will counter his DF by using hot smoke to counteract Kuzan’s ice. Meanwhile Koby will overpower Kuzan’s physical strength and haki.
By melting Kuzan’s ice with hot smoke and countering his haki and strength(likely by developing ACoC), Koby and Smoker will be able to overpower and deal heavy damage to Kuzan.
Lastly, much like how BM’s loss had a circumstantial element to it, so too will Kuzan’s. I think that sea stone will probably be involved in Kuzan’s defeat. Smoker utilizes it and Koby can likely use it to even greater lengths as he has no DF.
I can see Koby cuffing Kuzan in sea stone after Smoker uses his ultimate attack, effectively rendering him useless when Koby punches him out of Hachinosu/the elbaf tree/wherever
