Luffy is already great, your "ideas" would make all the arcs feel shit without him stuggling to defeat anyone.
Just look at Zoro, until Onigashima he fighted weak enemies and his fights were just boring.

Also his defeats by Kaidou were redundant imo, too dragging and not compact, thats why i think Luffy should recognize the powerlevel gap at the instance he met BM and Kaidou, and aim to retreat at WCI himself instead. Luffy can always struggle at WCI, to beat Kata, and next to merely escape from BM since we can put tension and struggle at critical point, not at every stop like Hody oh tine for tension Dofla oh time fot tension Cracker oh time for tension Kata oh time for tension. That kind of dilution reduced the hype when it should matter the most (Kaidou at Wano) imo, i mean if Luffy struggled at every arc enemies then how would he be worthy to challenge Kaidou, even? its only natural that the plot itself would need Luffy to do multiple huge powerjumps and lucky lotteries once he met Kaidou, just like how it happens now, reducing the relatable powerlevel progress and his character progress as a whole.
