I am going to provide a simple example from one of the earliest fights to demonstrate how someone like Nami can overcome what seems to be a complete defeat in powerscaling terms.
Nami Vs. Miss Doublefinger
1) Miss Doublefinger uses a Spike Spike Fruit against Nami who possesses no means to fight back except her Climatact
In this situation, Miss Doublefinger had complete physical superiority over Nami. She possessed a superposition of body modification based on creating spikes.
2) Nami was unable to fight back until she used the Climatact to create her own atmospheric superposition
Nami used her Climatact to create a lightning based attack, and a tornado based attack to send Miss Doublefinger flying into a brick wall and ultimately defeating her.
The conclusion here is that Nami was helpless in the beginning of the fight, but when she discovered her own superposition, she started using lightning and tornado attacks (atmospheric superposition).
In powerscaling terms, that means someone with absolutely 0 powerscaling stats can win.
