He is not close to shanks but his superior mihawk will have all 3 haki maxed out

Well not from what the manga showed us about Shanks' CoC and Mihawk's CoC, or about (Shanks vs relevant fighters) vs (Mihawk vs relevant fighters), or the concept of haki itself. If the manga show Mihawk to be directly stronger than Shanks in CoC, i have no problem agreeing to that stuff in powerlevel debate.
