Naruto couldn't be Hokage as he didn't climb each grades. Kakashi was more a temporary Hokage until Naruto come a few later

Naruto was the MVP of the war? It wasn’t coherent.

Besides Luffy can become Pirate king after buggy, cause luffy and buggy have different ideas of what that title mwan.

I think it would be cool and consistent with the character. It’s either going to be Luffy after driving the idea in our heads for 20 years that he will undoubtedly be the king even though it’s not his actual dream or Buggy that consistently fails his way upwards through all the major pirate statuses. After Luffy became the new Joyboy it felt like his role became more important than just being the greatest of pirates. He’s already caught up to his role model, all that’s left is for them to meet, and then find one piece. If Luffy becomes recognized as pirate king it’s like “yeah cool expected”. If Buggy becomes king it’s like “wow that’s more interesting and ballsy” and wouldn’t feel like it came from nowhere.
