The author has made an interesting balance of powers so far, and I believe it is entirely justifiable.
I mean, did the legendary pirate named Whitebeard awaken his fruit?
We don't have an answer for that, but its fruit, without awakening, totally surpasses other fruits with awakening, the case of Kaido's DF is the same, I could say the same about Blackbeard's YAMI YAMI.
But it doesn't hurt to keep believing he has an awakening.

ODA is an expert at balancing things, interestingly the strongest men in the world are the ones who have the best DFS in their class, Whitebeard type Paramecia, Kaido type Zoan, Blackbeard has the best fruit type Logia and Paramecia, some nerfs in haki he will have from the writer. None of these fruits need to have an awakening to combine with the medium fruits that have awakening, it is exactly the opposite, it is the medium fruits that need the awakening to combine them.

Considering Luffy is getting every possible power-up in the world to beat Kaido it wouldn't hurt Oda to give Kaido an awakening especially since he is established as one of the strongest/most experienced characters in the show lol.

I see. Maybe Whitebeard quake fruit is always awaken so MF Whitebeard pretty spam quake . It is so strong that it effect sabaody. Blackbeard did same thing.

Enel- this guy change himself like another form.
Moria- I think absorbs the shadows look awaking to me but Moria didn’t hold his power very much.
Kuma- no idea, I guess he has shockwaves damage against oars jr. I guess he already awaken devil fruit, Can move people to another place. Reflect the attack. Share the pain.
magellan- demon vemon poison look like awaking power to me.
Doflamingo and kataKurt- we know it.
Big mom- i think she already awaken her fruit because of three major hormies like Zeus and attack enemy for her. Soul Power to grow bigger. Use her soul to heal her damages.

Your take to justify the sheer stupidity that the best devil fruits should not be awakened is abysmal. First because doffy said every devilfruit can be awakened and second because awakening is reaching the peak of your devil fruit mastery.

Creating a powerful DFS RANKING:
Class: S
Class: A
Class: B
Class: C
Class: D
I'm not justifying anything, I'm just explaining that even without awakening these fruits are more powerful than other awakened fruits, these fruits by default are already: class S (example: Gura gura, Fish-Fish Fruit ,Yami Yami no Mi ), using the hypothetical RANKING I created, the other fruits categorized as rank: A, B,C,D, need to wake up to match these super powerful fruits, or rank up (awakening your fruit), even if the awakened fruit doesn't reach an S class fruit, it will decrease the range (GAP ) between the fruits.
Example to make it clearer: Class C fruit can awaken and reach the level of a Class A fruit, and so on.
Don't get me wrong, I'm not cleaning up the author's mistakes, in my opinion the writing in ONE PIECE really does look like the semen of a sick and crippled sheep, I'm just explaining something simple.
And from my point of view, this is balancing things out, what a user with an awakened Class A DF will do to beat a guy like Kaidou or Whitebeard and even Blackbeard, who are characters that by default have very powerful fruits by default (Class S), even without awakening, are other things like: Haki, skills, and stats etc...
If you want to invalidate my point, go ahead and I created an argument of my own to claim that all DFS are of the same level, as in fact and by basic reading comprehension, we know that one DF is stronger than the other.
Magu Magu > Mera Mera
Gura Gura > Jiki Jiki no Mii.
Fish Fish > Zou Zou no Mi .
There are clearly rankings for DFS.
