General & Others How would you rewrite the New World's worldbuilding and the Three Great Powers?

Since I brought up the topic of rewriting the Emperors, I figured I should go a step further and ask how you would revamp the balance of power between Marine HQ, the Warlords, and the Emperors? Along with the New World's worldbuilding, how it is structured, and the powers' internal structure.

How would you rewrite the Three Great Powers and the New World's worldbuilding?

- How would the Marine HQ + Warlords = Emperors concept be portrayed? Would it follow the common opinion of being equal to one Emperor crew, or the rarer opinion of being equal to all four? Why is the balance like this and what does each force contribute?

- What was piracy like before and during the eras of Rocks and Roger? Were there preexisting pirate warlords, empires or kingdoms.

- How did the Emperors ascend to their infamy and how long did it take? Are any Emperors besides Whitebeard "legendary," and do the Blues know about any of these pirates?

- How do the Emperors interact with the World Government/Marines, or conduct their own affairs? Crewmember and captain bounties, Devil Fruit collection, industry/economy, territories, Marine attacks, views by top brass etc...

- Are there more Emperors than canon? More or less Warlords? What are their names, epithets, subordinates(including second-grade), themes, military force & powers, dreams, motivations, past history and intelligence/approach etc...

- How strong are the Warlords, Emperors, and their best commanders? Do they interact with each other?

- When, why, and how did the Warlord and Emperor concepts become a thing?

- What is the New World's races and weather like? How do ships adapt to its conditions?

- What would be changed about pre-Marineford, Marineford, FI - Dressrosa, and the Emperors Saga?

I would have loved to add more locations. It didn't sound so Big compared to the old world. Maybe it's also a matter of how many known places are there due population statistics.

- Pirate Council is a non-official organization made to counter The Marines

- World Government and our Emperors are counter-balancing each other, dividing the in two, Red Line separating the two. World Government control the Marines while Four Emperors are not directly involved with the matters of Pirate Council, except in world-threatening emergency.

- Marines has Sengoku as Fleet Admiral, Akainu-Kizaru-Aokiji-Fujitora as Admirals.

- WG as the world leader above the Marines: has Kong (World's Strongest Man) as its Commander-in-Chief, also Zephyr (teacher of Admirals), Vegapunk (greatest intelligence in the world) as science leader, Seastone-weaponized Pacifistas, mass-produced modern artificial Devil Fruits, two Ancient Weapons: Uranus and Chaos, and also finally their leader Imu, who is the closest figure to a god. Imu wants "the final peace" by owning the secret of Devil Fruit Tree, the location of which is unknown.

- Kaidou is The True Strongest Creature. Physically, no one can take his direct attacks. He can casually crush world's hardest substance into jelly. His World Chrysalis power enables him to always getting physically more powerful without limit. Representing nature, he has Poseidon Shirahoshi as First Mate, and Aramaki (not a human Admiral in this scenario, but instead The Elf King, the ruler of all plants) as The Second Mate. Lily Carnation and other mythical plants and beasts are also under Kaidou. He wants to literally consume (eat) the World Government, its leaders, members and buildings alike to return the planet to its natural state.

- Shanks is The Strongest Fighter. He has the best combat technique in the entire world, with no one else even come close to. He has The Giant King as his First Mate, Dracule Mihawk (World's Strongest Swordsman) as his Second Mate, San Juan Wolf as Third Mate, Enel (power-boosted and Awakened) as his Fourth Mate, Crocodile (also powerups and Awakened) as Fifth Mate. Shanks also leads the army of giants. His ambition is a permanent peace treaty between all Four Emperors, since he's sick and tired of all the deadlock all this time.

- Blackbeard is a master strategist which has both Quake Fruit and Darkness Fruit in his body. He can take away Devil Fruits directly from others and absorb them into his body, constantly becoming more dangerous and versatile in power over time, and no one can escape his wide-ranged AoE attacks. Cunning and heartless, his ship is Ancient Weapon Pluton, his First Mate is Monkey D. Dragon, and Second Mate is Charlotte Linlin. He wants to be the absolute ruler through absorbing all Devil Fruit in the world. And he searched for the body of Rocks D. Xebec due to his desire to fulfill a certain experiment.

- Trafalgar Law is the haxxest character in the world. He is one that's truly leading The Pirate Council and Seven Warlords of The Sea. He has lived in the planet for hundreds of years through his Immortal Operation. He had a different name in the past: Ryuma, The Sword God. His mission is to recruit Vegapunk to his side, to assist Law on handling something hidden in his Ope-Ope spatial storage..which is Azum: The Devil Fruit Tree, the origin and use of which is unknown.

Then the rewrite fell apart with the Emperors to the point it sounded like really bad, amateur fanfiction. I'm mixed on the Warlord members. But your ideas for Kaido are very good and interesting, apart from Shirahoshi being his First Mate while still being an Ancient Weapon.

Well Oda's own ideas of repetitive structure between arcs alone feels like an amateur fanfiction, let alone asspull powerups etc2. Sorry if it's not good enough for you but isn't the point of this thread to create different concepts from Oda about three great powers?

Technology change for consistency: In order to establish a consistent basis for One Piece technology that incorporates the higher-end equipment such as cloning research, submarines, and poison gas, I would set One Piece's overall tech level to the 1970s. Though the greatest scientists in the world, such as Vegapunk or Caesar Clown, would still be able to achieve futuristic accomplishments such as robots/cyborgs and artificial Devil Fruits.

Haki change: All crewmembers of an experienced Emperor's crew, and the soldiers of Marine HQ, are at the minimum users of Armament Haki. This includes the footsoldiers. However, the mechanics of Haki are very different from canon.

Great sword fights are required: One Piece sword fights are abysmal. A good rewrite should include fantastic sword fights.

The Three Great Powers is a balance composed of the greatest military forces in the world, maintaining a structure of world peace that strikes fear into the hearts of most pirates and countries. These powers are Marine Headquarters(Marineford), the Seven Warlords of the Sea, and the Eight Emperors of the Sea. This reply will cover the general layout, while a later reply will cover the details.

- Marine Headquarters: Marine HQ is the center of operations for the world's most powerful and important Marines, as well as the biggest naval base, being the same size as the real world's Naval Station Norfolk. The Fleet Admiral's authority is only superseded by Kong and the Five Elder Stars.
  • Fleet Admiral Sengoku. Succeeded by Tsuru after the war.
  • Pre-War Admirals are Akainu, Kizaru, Aokiji, and Tsuru the Silver Peacock. Post-War Admirals are Fujitora, Ryokugyu, Momousagi, and Chaton. Fujitora is the only male post-war Admiral, while the rest are based on Japanese female idols and actresses.
  • Employs Vegapunk, the world's greatest mechanical engineer
  • Zephyr - teacher of Admirals, and an Admiral during Roger's era
  • Tsuru ate the metal Logia
  • Chaton ate the wood Logia
  • Momousagi ate a Devil Fruit as well


- The Seven Warlords of the Sea: Same concept and members as canon, nothing much to change. The Warlords are still powerful, pardoned pirates with frozen bounties. However, Haki usage is mandated among all Warlords. Crocodile, Moriah, and Doflamingo would have taught Haki to their subordinates.

- The Eight Emperors of the Sea: The eight greatest pirates in the world, ruling over the New World's islands as territory. Each of these pirates spent their careers carving names out of the sea's countless independent or pirate empires/kingdoms, collecting legendary treasures and artifacts, repelling Marine attacks from the strongest Vice Admirals and even Admirals, and surviving its dangerous weather conditions and animals. The Emperors possess the individual power and martial arts to easily defeat Marine Admirals, executive officers on par with Marine Admirals, second-grade officers, fleets of ships and thousands of soldiers.

Due to the unfathomable influence and skill of an Emperor's crew, and the love the Emperors show their subordinates, the Marines do not capture or kill Emperor subordinates or issue rewards for them. The bounties of an Emperor's crew are tagged "NO REWARD: DO NOT CAPTURE," only being issued to remind the world of their danger relative to other pirates. The inhabitants of every sea know about the Emperors' identities and bounties, even East Blue. Case in point every Straw Hat would be bewildered and shocked by Luffy's connection to Shanks, and terrified that Big Mom controls Fishman Island. Though only the people of the Grand Line know about their role in the world's balance. The world is most scared by Whitebeard, Big Mom, and Hundred Beast.

During Roger's era, there were only four Emperors: Whitebeard, Big Mom, Hundred Beast, and The Golden Lion. However due to usurpation and ascension during the Great Age of Pirates, the number increased to eight. This is the lineup prior to Whitebeard's death:
  • "Whitebeard" Edward Newgate was the World's Strongest Man. He was a 21 foot tall muscular man at the age of 72. Having mastered and Awakened the Tremor-Tremor Fruit, he was renowned for his destructive capability and creativity. Along with Big Mom and Hundred Beast, Whitebeard was one of the few people who could match Gol D. Roger in his prime. Whitebeard was supported by first mate Whitey Bay and the 16 Division Commanders, with each one leading 4,000 soldiers. His strongest Commanders were Marco, Jozu, Vista, and Thatch. Thatch received insignificant injuries when Blackbeard stole the Dark-Dark Fruit.
    • During the Marineford Arc, he would at least suffer 267 sword wounds, 152 gun wounds, and 46 rocket wounds. All enhanced by Haki.

  • "Big Mom" Charlotte Linlin is the World's Strongest Woman. She is a 24 foot tall muscular woman in her late 60s who mastered and Awakened the Soul-Soul Fruit, enabling her the manipulation of souls including her own. By manipulating her own soul she acquired the ability of eternal youth, keeping her body in the prime condition of her early 30s. Big Mom has the most versatile arsenal, with no one else coming close. Among many other skills she incorporates superhuman physical strength and martial arts, top-class swordsmanship in the realm of Roger and Shanks, Elbaf swordsmanship learned from ages 2-5, her spear Gungnir, and the Logia-like abilities of her Special Homies. Nurturing a New World veteran family of 51 children, Big Mom leads an expansionist, monarchic empire separate from the World Government. Her empire Totto Land is growing to this very day, even including islands in the Blues. It is supported by first mate/advisor Streusen and her all-female Four Sweet Commanders: Perospero, Katakuri, Smoothie, and Cracker. Big Mom also controls Elbaf's army of giants.

  • "Hundred Beast" Kaido is the World's Strongest Creature, former slave, and the former apprentice of Rocks Xebec. An average-sized human in his late 60s who mastered and Awakened the Snake-Snake Fruit, Model: Yamato no Orochi, a fruit given by Xebec. The Mythical Zoan bestows Hundred Beast with regeneration, flight, eternal youth, control over gravitational and atomic energy, weather manipulation, and Paramecia-like control over the elements. His mastery of the fruit enables the unique ability to shift into forms other than a Zoan's usual three, and usage of powers in his human form. Having rallied a tight knit following of World Government research subjects, mythical plants and beasts, persecuted/downtrodden humans from all walks of life, more than 200 islands of different races, and the archipelago Wano Country's Samurai, the Emperor plots to destroy everything about the World Government. Hundred Beast has procured Artificial Devil Fruits produced by Caesar Clown, and is supported by his Four Calamities: King, Queen(female), Barbatos Oni, and Jack.

  • "Red-Haired" Shanks is the female Chief of the Red-Haired Pirates, the daughter of Rocks Xebec, and the former apprentice of Gol D. Roger. She was the youngest Emperor prior to Whitebeard's death, and ascended to the position by usurping "The Golden Lion" Shiki and specializing in Underworld trade, enduring constant battles and adventures prior to obtaining the title. Shanks engaged Mihawk in regular sword duels, but eclipsed him by the time she killed Shiki. She would be supported by first mate Benn Beckman, second mate Lucky Roux, third mate Yasopp, and fourth mate Daddy Masterson. Shanks has no Devil Fruit.

  • "Red Flag" Zheng Yi Sao: Captain of the Red Flag Pirates, based on the titular female pirate. Haki-only user.
  • A female Emperor based on Sayyida al-Hurra. Uses the glass Logia with Haki of the highest class.
  • A male Emperor based on Spanish conquistadors. Haki-only user.
  • Another male Emperor. Idk what his motif would be. Haki-only user.

After Whitebeard's death, "Blackbeard" Marshall D. Teach would become an Emperor solely by conquering a small amount of Whitebeard's territory. The rest would be conquered in a power struggle between the other Emperors, as the Blackbeard Pirates would be obliterated if they fought the other crews or Whitebeard remnants. Blackbeard is the youngest Emperor and weaker than the others in every aspect.
