Zoro is already stated to be at ease with Conquerors. While Sanji hasn't been revealed to even unlock CoC yet. So he put Killingham to jump on his limp helpless to injure him alot. Sanji needs to be in a state to be extreme situation to unlock it. Zoro doesn't need to Unlock it he already can do ACoC and do attacks. He just might not know KOH is CoC. So its two different concepts.
