What you mean by 100% character driven? The arc had a lot of fights, power scalling etc. The most interesting part is not character driven but all the dangerous situations and thriller of it.

Naruto is almost the same. I agree that both animes has a lot of character development but overall they are focused on battles and power scalling.

IMO, there is no character worth discussion in OP. Interesting character will turns bland, lose ambition, and eventually become Luffy cheerleader.

Power level in OP is terrible as well. But it is human nature to obsess with strength.

Nope, One Piece is plot driven whereas Naruto and HxH are character driven. Phantom Troupe arc was 100% without a doubt a character driven story through the character of Kurapika. Itachi vs Sasuke was a character driven arc. Pain vs Naruto was a character driven arc. Wano is a plot driven arc. WCI was a really bad attempt at a character driven arc. Etc

HxH and Naruto has great world building, plenty of action, complex plot twists(specially HxH).

They are plot driven stories with character driven arcs on it.

You are literally just taking one or two character driven arcs of each anime and saying the whole thing is about that.

Dude, no. Naruto is a character driven story lol. Let us start from the beginning:

We found out Naruto was a struggling kid due to the 9 tails and wanted to become Hokage (hint hint you should know immediately this is character driven), he went off on a mission and fought Zabuza. We are shown zabuza character and his feelings towards Haku (hint hint character driven). Zabuza cries after Naruto talk no jutsu him (hint hint internal character conflict where his entire character changed from the first time we met him). Zabuza arc was character driven.

Chunin exams had a good balance between plot and character driven story.

Finding Tsunade was a character driven arc. She was a drunk and a hard gambler because of her past and that whole arc slowly developed Tsunade into caring for others and ultimately accepting the Hokage role. That is without a doubt a character driven arc.

Sasuke vs Naruto was about Sasuke internal issues due to Itachi. As the fight progresses Sasuke and Naruto slowly started to understand each other. Without a doubt a character driven arc.

Now post time skip happens. The rescue of Garaa. Granny Chiyo was a stubborn old lady who hated the Leaf village, she slowly developed throughout the arc and started questioning everything she believed and she ultimately rescued Garaa. Without a doubt a character driven arc.

Naurto is heavily character driven. Sure there are a lot of plot driven within the character driven arcs which gives it a good balance but it is still mostly character driven.

Also, just because it has a lot of action doesn't not make it plot driven.
