They don't because they are equal strong and the cost is too much for them so they try to avoid but once like Kizaru they become determined they are ready to wipe them out

And Ace becoming PK is far more of an issue. If Ace didn't leave the ship like a dumbass, and just stayed with WB a few more years, he would have become as strong as the WG feared.

No because at Marineford you can concentrate a lot of force at once.

The three admirals and fleet admiral will never be present all together anywhere other than Marineford for example.

Sending one admiral with an armada is much riskier since Whitebeard could defeat them.

I think sending out two admirals isn't an issue. Issho is NEVER at marine HQ and Aramaki also gets sent out. Kizaru is out....now


So two admirals + fleet + warlords.
