Even if it makes me sound somewhat cocky - and I apoligize for this upfront - if I said to you that I believe that Lucci was to join, this would be an understatement: I know that he will join and I am just waiting for him to join.
People, believeing that Lucci is just a murderer, the SHP would never let join, is exactly why him joining anyway will be a plot twist. People do not think that he is on the SHP's side anymore and that he never could be, because people think he is a senseless murderer. But Oda has intentionally put that into our brains without him specifically saying so. He just gave us that vague answer of Lucci during Enies Lobby, when Spandam questioned what he wanted. That is all. And the majority of the fandom interpreted it the way Oda wanted us to - Lucci being bad.
Fact is: Kuma fits the number theory perfectly with his DF-name referring to 2 and 9 (Nikyu). But - Lucci's DF also refers to 2 and 9 perfectly (Ne-ko). He also fits Jinbe's referrence regarding the needed last post on the Sunny in chapter 979: "You folks are as lively as ever!! But when everyone is worked up about fighting, the key will be ... having someone who can calmly observe the state of the battle.". Jinbe is not erferring to himself, as he says that the crew still needs that someone. And since only "calmly observing" does nothing for the crew, if it was not coupled with some other task, we need connect it with strategizing. That fits Lucci very well as he is a very good tactician (Luffy even tells Kizaru in chapter 1094 that it is his mission to hold up the admiral, hinting that the SHP currently all acting according to a plan.)
I do not want to list every hint I could find, because I would probably write so much, it would get boring. But I want to leave a funny little hint I found Oda inserting during Punk Hazard arc: In chapter 658, Luffy speaks to a Leopard-centaur on Punk Hazard and has good fun with him (and in chapter 659, we learn that Luffy had actually tried to ask the centaur to become one of his crew members). That is until the centaur attacks Luffy again and his friend, the giraff-centaur intervenes also... . It is a good referrance to Kaku and Lucci.
In the end, I maybe am just trying to find people, who want to bet against me, that is all... . I know, this is maybe not morally acceptable, but well ... .

I know it maybe sounds very far fetched, and I do not believe that anyone would hop on my analysis just yet - at least not after I tell them that Kaku and Lucci both have become vampires. Just keep an eye on Shaka (the twin-like other Lucci) and Stussy (she is on the WG's side).
