And Garp never made it to admiral positions. Just Vice Admiral and hence never given a fruit. Where as Sengoku/Akainu/Aokiji/Kizaru/not sure about (Fujitora and aramaki whether they already had it or WG gave it to them when they joined).
If them getting promoted to Admiral provides them with a strong Logia fruit.
What fruit do you want or expect Coby to get.
I don't expect him to become a Haki monster.
