Katakuri's tea party performance was pretty good.Unlike King.
He was still Big Mom's best man, Luffy himself felt weaker than him for a great portion of their fight so he wasn't shitty at all in all honesty. Besides, it depends on what's the objective here... Katakuri is a great staller for example, not as efficient as Marco on average, but yes against heavy hitters that can break through Marco's regen unless they are also too fast for FS.
- Couldn't stop Luffy ruining the wedding cake ( granted he gets a pass here, there was not much he could do to prevent it)
- Couldn’t stop Luffy showing Big meme the portrait
- Admitted that he couldn't do shit when Big mom started rampaging and that the island will be taken down even though smoothie and other vets were there to help, needed pudding/Sanji to come in for the rescue while Marco was able to stall sane/full power meme.
- Couldn't prevent Luffy from dragging him into the mirror world despite seeing the future
- Got whooped so hard by Luffy that he started loving him....after 16 hits or so...

Depends on what's intended for overrated. He is an YC1 which however puts him in a different realm of power than let's say a yonko or admiral. And also he doesn't strike like the strongest YC1 either by hype. Both Beckman and Shiryu are hyped above, the former even portrayed above due the Kizaru matter. The thing is all YC1s lack feats, exception made for the very Katakuri.
