If luffy fights and defeats saturn but he still doesn't have the highest bounty in the series(currently), then it is official that bounty is useless.

Luffys major feat
1. brought down 2 yonkos
2. Defeated an admiral
3. Defeated one of the highest power in the series (even higher than yonkos).

Shanks or dragon have done nothing compared to the 3 things I listed talkless of doing all 3.

We have no idea what Dragon has done.

Officially, Luffy has took down 2 Yonko in the alliance of 3 pirates, so not even a full Yonko.

We still don't know what will be reported about Kizaru.

Higher power isn't combat related, Luffy "only" got a bounty of 300 million after being the first man to break into EL and then 400 million for punching Celestial Dragon, being 2nd person to break out of Impel Down and being a big factor in Marineford War.
He should logically be above Shanks, but Dragon? Not necessarily

Also, bounty doesn't scale directly with strength. Rather, it represents how dangerous one is for the World Government. Somebody with lower bounty could be stronger than somebody else who has higher bounty, simply because latter is more active.

Luffy should have had a 1bi bounty pre-skip,but the WG covered most of what he did.They will cover this up again if they can.

Not true,look at Nico Robin bounty.Look at Buggy.Pre-skip Luffy beat two warlords,beat Lucci and destroyed Enies lobby,freed prisoners from Impel Down and punched a Celestial Dragon.I think all of this warrants a 1billion at least.What did other first mates do?

Kizaru is on buddy-buddy terms with Saturn, and Gorosei were the one trying to twist information. He has deeper knowledge than the general world

I feel like Nico Robin proves my point. She had a bounty of 80 million post Alabasta, less than a Supernova. Despite being the only known person who can read Poneglyps, she barely came close to a billion only after she beat Yonko veteran in a fight and her captain became one of the Yonko.

And Buggy is just a product of a lot of misinformation

If Saturn wasn't there the Arc would be over. The short attention folks keep forgetting this, just like how they keep forgetting they were downplaying Saturn's power.

After Kizaru getting one shot, marine ships would all be sunk by pacifistas. Admiraltards fail at basic reasoning.

You are acting as if this is a bad thing.

There is no shame in single Admiral and CP0 agent not being able to handle entire Yonko crew+world's greatest scientist at his home turf. The entire reason Saturn came there was because they counted on him turning the tides against Egghead's defense system.
