They literally arent allowed to engage yonko. So that also exludes commanders since they are yonko crew members. The warlords were partnered to the WG until just recently so i doubt lucci has been clashing with mihawk or doffy. There arent many top tiers left man. Who do you think the housecat has been fighting in, as reyliegh explained it "extreme conditions of real battle". None if that trademark one piece 15 second clash nonsense. Im talking luffy vs katakuri hell in the cell fight for half a day.

Akainu is a 55 year old man an a WG veteran. When introduced he was a top tier. He's had decades to expirience real battle. Hell the man literally fought another admiral for 10 straight days. Lmao come on man, you should had kept his name out of this.
Lucci was a cp9 scrub when introduced. Strong enough to push pre time skip luffy to extreme diff....what an amazing feat. What has lucci done to put him in the top tier since then?
Luffy is as prodigal as it gets in this series and even then he had to beat a warlord, have 2 half a day fights against commander's, learn future sight, beat and go multiple rounds with a yonko to get the advanced versions of CoA and CoC to get strong.
Lucci has done none of this. Dont need to be shown to know that. Nobody on this forum would try to argue "maybe lucci did fight yonko and beat a first and third commander b-b-but it was all offscreened"
If haki bloom is real then luffy made a forest while lucci grew a house plant.

How do you know he was a top tier?
He could not fight any yonko crew without orders, and the ohly other one he fought was in the same role as him.
Our knowledge of the first time it's stated that any admiral fought a top tier was Kizaru vs rayleigh, and Akainu vs WB.
