The Navy have their hands full with the warlords and revos. if they send a lot of forces they’re going to risk exposure. A small force is enough, a large force would probably cause a 3 sided war.
I have a theory about this which would make sense, hawkins gave luffy the prediction that he would have 19% chance of survival by the end of the month. We are at the begining of the 3rd week. I believe thats oda telling us the wano timeline. This amount of time would give the navy time to clean up whatever they are doing and divert a large force into wano by the 4th week.

I am of the mind that the raid fails here, some people get captured and set for execution in the flower capital just like oden was( a good parallel) only for the marines/Grandfleet/bb busts in there to turn to tides.

It was never implied at all to where Fuji was. We have no idea what he's doing.
It actually was, when we last see him he’s in a naval battle and the ship he’s fighting has a sea king on the front of it and there’s only one ship that has that in all of one piece.

Navy might consider only Kaido&BM /SN are shit, of course with casualty.
So they need 2 admirals atleast 40 VA (include tokikake & gion) on 20 battleships.
