Mihawk is a top tier, one of the strongest characters in OP.
If S-Hawk is supposed to be his replacement, he can't have just any devil fruit. It needs to be a top tier power. Given that we know S-Hawk's power is paramecia due to his green blood, that significantly limits what his power could be. It has to be an extremely powerful paramecia belonging to someone that the WG either has access to or has captured.
imo, the best candidate for this would be Shiki's float float fruit. Vegapunk could have easily accessed his lineage factors when he was imprisoned in impel down. While Fujitora's gravity fruit or the ope ope no mi would be possibly candidates, I don't think either would easily compliment S-Hawk's fighting style as much as the float float fruit.
Shiki's fruit would directly boost S-hawk's swordsmanship abilities by allowing him to fly at high speeds, almost like a hawk.
