1- Raising his bounty = maybe someone will go after him.
2- His deeds are spreading and if they don't increase his bounty then the world will start to wonder.
3- Raising his bounty should declare his threat level to whoever wants to go after him.

So the government cannot outright lie, because it's morgan who controls the narrative
