We don't know enough about the Revos/haven't seen enough of them.

Let's be frank. Most people are weak and won't do anything to really change things like in the real world where people are lying to themselves just so they don't have to take responsibility for their behaviour.

Any person that said pirate would most likely reach arlong or don krieg level

Meanwhile if you go Marines, you are literally trained by legends like Garp, Sengoku and Zephyr. You will learn Rokushiki, have a stable roof over your head with regular meals. Promotions are much easier and you don't need to worry being backstabbed by some pirate you worked with for 10 years.

Likewise you actually protect people from monsters like Big Mom, Kaido and others

The world government is like the mostfake 'stable roof' you can find out there you'd have to make up hard copes to be able to associate yourself with this government. which is not hard because most people are likethis in real life . so I'm not surprised of your reply.

That also explains why life expentancy of a pirate is mid 30-40a

You're free to do what you want, the Navy ain't your enemy, the pirates you don't wanna hunt aren't either. And generally you can just decide to not participate in any wars that take place and just chill on a quiet island while also being able to defend yourself if necessary.
