Mihawk wouldn't accept. Mihawk is a lone wolf. Dude parked himself in a castle in a ruined kingdom full of crazy war apes who fight people to gain weapon knowledge.

Hell, Mihawk only showed up to Marineford for fun and to test his skills.

Same way he can't be Yonko if we go by individual power wise and he lacks fleets and influence.
Oda can't even make him Yonko à la Buggy way.
