Mihawk - Swordsmanship/Strong CoA and CoO.
Akainu - Logia Awakening.
Teach - Awakenings.
Dragon - Most likely has a strong DF.

Dragon. Just so that One Piece haters won't use Oda's own words against him (Ivankov's comment on Luffy's CoC).

Mihawk will look more awesome because he became WSS without the "help" of DF & CoC, only pure strength & swordsmanship.

Blackbeard 2 DF is enough compensation for not having CoC.

Sanji already has his quirks though... Germa quirks.

I'd give Conquerors to Yosaku and Johnny. If Koby has CoC they can too.

Mihawk or Dragon. It would be shit writing if neither of them have conquerors haki. Because manga strongly implied it.

But if I have to choose only one amongst them, it would be Mihawk. Dragon likely has a DF, but it's impossible for a DF-less swordsman to be top tier without conquerors haki

So BB will have the strongest DFs and Shanks will have the stronges haki and both will be Luffy's final obstacle before Imu, who transcends haki and devil fruits.

The thread opener said "if there is only one character ever in the OP manga is allowed to have CoC, who will you choose?" So i choose Shanks.
