Neither the WG or Rocks are good long-term prospects. You lose autonomy with the WG. You have instability with Rocks. Harald should unite with the other independent nations. Elbaph, Wano, Fishmen, etc. all united. It would just take diplomacy, trade, and mutual defense treaties.

The condition would be the same as any other diplomatic situation, he would ensure the safety of Elbaph and its interests, which would include not being a dick to his allies which is something he was concerned about.

"Hey bro, I kinda cant right now, I'm trying to rub my kingdom and be with my son. Like, his mom was kinda bad, I wanna be better, I want to do dad things with my son. Today is his first day of school and I need to get his backpack ready! I'll handle the government later, thanks for the concern though."

Xebec's rule would have been more chaotic. No guarantees there would be peace in that scenario.

Even though WG is evil, as long as you are part of the system you would be safe for most part. Hence harald wanted elbaph to become WG allied nation.
