Either Oda's editors are bad at their job which i do not think this is the case because this does not take much skill to realise or they are milking it as much as they can.

All that hard work for people to call me a hater or to stop reading.
People have the right to think one piece is the best but for me no way one piece is the best. Post timeskip has been vile. If you add post time skip it is a 3 out of 10 manga easily.
If you reread the whole manga you will notice that Oda. Doesn't make the newcomers shine right off the bat. He takes time developing them.
New member joins after having great moments in their arc -> Gets some cool moment the next arc but never outshines the originals -> After sometime passes "Arc or Two" they start getting great moments.
Quick example:-
Sanji joins after having a great arc -> Gets some cool moments in Arlong Park but Luffy/Zoro/Ussop outshine him -> Does nothing in Whisky Peak - Little Garden - Drum Island but still had minor roles in them -> Mr.Prince
Brook joins after having a great character moments in his arc -> Gets some cool moments vs Flying Fish Riders -> Does nothing in Fishman island - Punk Hazard - Dressrosa but still had minor roles in them -> Brook vs WCI
Chopper, Hercules Bitch(Usopp) and Franky more screen time in animated humorous kick ass
Jimbe, give him a power up Oda
Zoro they need to wind him down a bit, we have enough samurais in wano.
Give him his boost in Ebarf
Sanji, do we have to watch him in his raid suit anymore, baka!
Robin and Nami (BRING ON THE BOOBS)
Put all the Strawhats equally. Meaning no excessive Luffy/Zoro panels or less Usopp/Robin/Franky/Nami etc. Everybody should have equal distributed amount of panels.
Then the major players/antagonists, let's say Kidd, Law, Big Mom, Kaido, etc.
Then you got the core allies, example would be the Scabbards.
Then fodders should stay in the background where they should belong.
Zoro is 4th in panels time after Sanji, Nami and Luffy.
In addition, the sales of Jujutsu Kaisen, Demon Slayer, and Chainsaw Man are also an evidence.
The reason that Demon Slayer was mentioned by Japan's prime minister says a lot about the series and what a story should be and what fans want.
I guess by picking which characters will go through some growth in the current arc, picking 2 ~ 5 side characters (pending on the importance of the arc) and then choosing what antagonists the most important Straw Hats will face. So maybe about 10 ~ 15 important characters that need adequate screen time, the rest can strafe by on a previous arcs accomplishments or get a shining chapter here or there.
So for Wano I'd do something like...
Straw Hats — Luffy / Zoro / Sanji / Robin / Nami Side Chars. — Law / Kidd / Killer / Kin'emon / Momo Antagonists — Kaido / King / Queen / Black Maria / Ulti
And just make sure the plot funnels through these characters. Black Maria / Ulti can serve as two different perspectives on Wano and the Beast Pirates, as Maria is a native turned pirate and Ulti is a generational Beast Pirate. So with those two as keep antagonists you'll at least inform the audience of Wano and the Beast Pirates affects on it while also building up to Robin and Nami overtaking them.
I'd look at superior manga like Jujutsu, HxH, and demon slayer. I think they all excel at screen time distribution of beloved character. They also dont sacrifice world building for the MC sake.
Talking about Onigashima, I would negate screentime to a portion of SHs and the near totality of the Scabbards to give it to Worst Generation members, Beast Pirates and CP0.
